{"id":751877,"date":"2025-10-14T06:00:00","date_gmt":"2025-10-14T11:00:00","guid":{"rendered":"https:\/\/oklahomawatch.org\/?p=751877"},"modified":"2025-10-13T18:59:07","modified_gmt":"2025-10-13T23:59:07","slug":"raising-the-minimum-wage-could-reduce-eviction-rates-data-shows","status":"publish","type":"post","link":"https:\/\/oklahomawatch.org\/2025\/10\/14\/raising-the-minimum-wage-could-reduce-eviction-rates-data-shows\/","title":{"rendered":"Raising the Minimum Wage Could Reduce Eviction Rates, Data Shows"},"content":{"rendered":"<div class=\"wp-block-custom-everlit-iframe-embed\"><iframe loading=\"lazy\" title=\"Everlit Audio Player\" src=\"https:\/\/everlit.audio\/embeds\/artl_1Po8xtM8mAQ?client=wp&amp;client_version=2.6.0\" width=\"100%\" height=\"80px\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen=\"\"><\/iframe><\/div>\n\n\n<p>Nearly half of Oklahoma households struggled to afford necessities in 2023, <a href=\"https:\/\/www.unitedforalice.org\/introducing-ALICE\/oklahoma\">according to a new report.<\/a> The limited income of 45% of households in the state has priced many families out of their homes, contributing to the state\u2019s eviction crisis.<\/p>\n\n\n\n<p>Sixteen percent of Oklahoma households\u2019 incomes were below the Federal Poverty Line, and 29% were considered Asset Limited, Income Constrained, Employed households, according to the report. ALICE households are those that earned above the poverty line, but still struggled to afford necessities.<\/p>\n\n\n\n<p><a href=\"https:\/\/nlihc.org\/housing-needs-by-state\/oklahoma\">A shortage in affordable housing in Oklahoma<\/a>, combined with one-fourth of Oklahoma renters having met the qualifications to be <a href=\"https:\/\/oklahomawatch.org\/2025\/09\/11\/lack-of-affordable-housing-prices-out-oklahoma-renters\/\">considered extremely low-income<\/a>, has left nearly half of renters cost-burdened.<\/p>\n\n\n\n<p>Housing experts and economists said that raising the minimum wage would help mitigate the state\u2019s eviction rates.<\/p>\n\n\n\n<p>\u201cIncreasing the minimum wage in Oklahoma would likely reduce evictions by giving low-income renters more income,\u201d said Brent Norwood, an assistant professor of economics at the University of Oklahoma.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.sos.ok.gov\/documents\/questions\/832.pdf\">State Question 832,<\/a> which goes before voters in June, would raise the state\u2019s minimum hourly wage in stages from $7.25 to $15 by 2029.<\/p>\n\n\n\n<p><strong>ALICE<\/strong><\/p>\n\n\n\n<p>The recent ALICE study found that workers living in the threshold just above the Federal Poverty Line are typically child-care providers, food service workers, cashiers and delivery drivers.<\/p>\n\n\n\n<p>The most common jobs within the ALICE threshold have a median hourly wage of less <a href=\"https:\/\/nlihc.org\/oor\/state\/ok#:~:text=Median%20Wages%20for%20State%E2%80%99s%20Most%20Common%20Occupations\">than $15 per hour<\/a>, with many at the $7.25 minimum.<\/p>\n\n\n\t<div also a high-poverty state,\u201d said Sabine Brown, senior policy analyst on housing for Oklahoma Policy Institute.<\/p>\n\n\n\n<p>Oklahoma has the eighth-highest<a href=\"https:\/\/www.census.gov\/programs-surveys\/acs\/news\/data-releases.2024.html\"> poverty rate<\/a> in the United States.<\/p>\n\n\n\n<p>\u201cRaising the minimum wage will alleviate evictions,\u201d Norwood said.<\/p>\n\n\n\n<p>To afford a two-bedroom rental at fair market value, a minimum wage worker would have to work 116 hours per week. The U.S. Bureau of Labor Statistics <a href=\"https:\/\/www.bls.gov\/opub\/reports\/minimum-wage\/2024\/\">estimated<\/a> that in 2024 about 1.7% of workers age 16 and older \u2014 approximately 17,000 people \u2014 were paid minimum wage or less. Tipped employees in Oklahoma may be paid as little as $2.13 per hour in cash wages if the addition of tips brings their hourly rate to at least $7.25.<\/p>\n\n\n\n<p>\u201cA broken car, a medical emergency, a missed shift can quickly push someone towards an eviction or even homelessness,\u201d Brown said. \u201cRaising the minimum wage can help provide more of a buffer so people aren\u2019t on the brink of eviction or homelessness.\u201d<\/p>\n\n\n\n<p><strong>Minimum Wage<\/strong><\/p>\n\n\n\n<p>It has been 16 years since Oklahoma\u2019s last minimum wage increase, which raised the rate from $6.55 to $7.25. Since that increase, rents have risen by 60%, making rentals out of reach for low-income renters.<\/p>\n\n\n\n<p>Two people working full-time on Oklahoma\u2019s minimum wage can\u2019t afford a two-bedroom rental home at fair market value without exceeding the recommended 30% of income to be spent on housing, according to Oklahoma City\u2019s 2025 Point in Time report.<\/p>\n\n\n\n<p>A 2022 study in the Journal of Urban Economics found that when states raised their minimum wage, renters became 10.6% less likely to default on rent, meaning the tenant is less likely to miss a rent payment with a higher minimum wage.<\/p>\n\n\n\n<p>However, a raised minimum wage could bring about rent increases. Landlords facing a boost to the local housing demand may capture more earnings by raising rent, according to a study conducted<a href=\"https:\/\/www.federalreserve.gov\/econres\/notes\/feds-notes\/do-landlords-respond-to-wage-policy-estimating-the-minimum-wage-effect-on-apartment-rent-prices-20250214.html#:~:text=Minimum%20wage%20policies%20in%20the,%2C%20for%20a%20recent%20summary).\"> by the Federal Reserve.<\/a><\/p>\n\n\n\n<p>\u201cRent inflation really depends on the housing supply, so that means how easily landlords can raise rents,\u201d Norwood said. \u201cPeople bring up rent inflation a lot, but rental prices are going to increase no matter if we change the minimum wage or we don\u2019t.\u201d<\/p>\n\n\n\n<p>Norwood said if there were more public spending on affordable housing, it would affect landlords\u2019 ability to raise rent.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/nlihc.org\/housing-needs-by-state\/oklahoma\">National Low-Income Housing Coalition<\/a> found that Oklahoma had just 38 affordable homes available per 100 extremely low-income renters in the state, fewer than last year\u2019s 42.
